Understanding accessibility and the law

What is the European Accessibility Act (EAA)?

The European Accessibility Act (EAA) is the EU law (Directive EU 2019/882) that came into force on 28 June 2025. It requires digital products and services, including e-commerce sites and many online services, to be usable by people with disabilities. For a website, the technical standard is the European standard EN 301 549, aligned with the WCAG criteria. Our dedicated EAA page explains the context sector by sector.

Does the European Accessibility Act apply to me?

If you sell online or provide digital services to consumers in Europe, the answer is very likely yes. E-commerce, banking, transport, telecommunications and e-readers are among the sectors covered. Some micro-businesses providing services may be exempt, but these are a minority and the exemption does not cover everything. Our free scan will give you a clear first answer about your site’s current state.

What are the risks of non-compliance?

Each EU member state sets its own controls and penalties: fines, orders to comply, or even service withdrawal in serious cases. Beyond legal risk, an inaccessible site excludes part of your customer base and harms your brand image. The good news is that demonstrating a serious approach (audit, planned fixes, published statement) is precisely what authorities look at first.

What’s the difference between WCAG, EN 301 549 and RGAA?

WCAG are the international web accessibility rules (the technical foundation). The European standard EN 301 549 uses the WCAG to define what the EAA requires. RGAA is the French standard, also based on WCAG. In practice: fixing your pages to meet WCAG 2.2 Level AA criteria aligns you with most of these standards. Inclaria analyses your pages against WCAG 2.2 Level AA, the most recent version.

Don’t accessibility overlays solve everything?

No. Automatic overlays (widgets that claim to make a site accessible with a single script) are now criticised by user associations, sometimes sanctioned, and do not make a site truly compliant: the problems remain in the code. Inclaria takes the opposite approach: identifying real issues at source so you can fix them permanently.

Is accessibility only about legal compliance?

No, it’s also a smart investment. An accessible site is usable by more customers (disability affects about one in five people in Europe, not counting temporary situations), it is better structured so often ranks higher in search results, and it offers a better experience for everyone: readable contrasts, keyboard navigation, clear forms. Compliance is the starting point, not the end goal.

Scanning

How does Inclaria's scanning work?

You provide your website's address, and Inclaria crawls your public pages, analyzing them using a trusted audit engine (axe-core) against WCAG 2.2 Level AA criteria and the EN 301 549 standard. Each issue detected is explained in plain language: what's wrong, why it matters, and how to fix it. You receive a score, a prioritized list, and a full report.

Does the scan modify my website?

Never. Inclaria reads your public pages for analysis, just like a visitor or search engine would. It does not write, install, or change anything on your site. No code to add, no hosting access required.

Does the automated scan detect all issues?

No, and be wary of anyone who claims otherwise. An automated audit reliably covers many criteria (contrast, image alternatives, structure, forms, labels, etc.), catching most common problems. Some criteria require human judgment (relevance of text, complex flows). Our reports state this clearly: to confirm full compliance, a manual audit is still necessary. Inclaria provides a solid foundation and continuous monitoring.

How is the score out of 100 calculated?

The score reflects the issues detected on your pages, weighted by their severity (critical, serious, moderate, minor). The score shown for a site corresponds to its weakest page: this is intentional, as your visitors don't choose which page they land on. The automated WCAG 2.2 AA compliance percentage, however, indicates the share of pages without detected issues.

How many pages are analyzed?

This depends on your plan: the Discovery plan scans one page for an initial diagnosis, Starter covers up to 150 pages, Business up to 1 000, and Agency up to 5 000 per site. Inclaria automatically discovers your pages by following internal links.

How do I rerun a scan after making corrections?

From your dashboard, open the site's report and click « Rerun a full scan ». You'll immediately see the impact of your fixes on the score and the list of remaining issues. With monitoring enabled, a new scan runs automatically at your plan's frequency anyway.

How long does a scan take?

From a few seconds for one page to a few minutes for a full site, depending on the number of pages and your site's speed. You can leave the page during the analysis: the report will be waiting in your dashboard.

Can I scan pages that are only reachable after signing in?

Yes, from the Starter plan and on a domain you have proven ownership of. In Domains, paste your session cookies: sign in to your site, open the developer tools (F12), Console tab, type document.cookie and copy the result. Inclaria will replay that session to reach your account area, your checkout and your signed-in forms. We never ask for your password. Cookies are encrypted, never shown back to you, only ever sent to that domain, and they expire when you sign out. How do I get my checkout analysed?

In Domains, declare the steps of your journey (cart, delivery, payment, confirmation), one address per line and in order. They will be analysed in every audit first, before your plan's page cap. This matters: European law targets your sales service, not just your shop window, and those steps are rarely reachable by a crawler following public links. The report presents them as a journey and highlights the weakest step, because a checkout is worth its weakest link. If your steps require signing in, also save your session cookies. The report and corrections

How do I read the accessibility report?

The report shows your overall score, page-by-page compliance and a list of issues ranked by priority. Each item includes the affected element (with its page selector), a clear explanation, the relevant WCAG rule and the steps to fix it. Always start with critical and serious issues: these are the ones that actually block users.

I'm not technical: what should I do with the report?

That's why it's designed this way. Each issue is explained without jargon, with the reason and the solution. Simply share the report (or the PDF) with your developer, agency or service provider: it contains exactly what a professional needs to fix the issues, including selectors and recommendations. You can then track progress in Inclaria, with the score as proof.

Can I export the report as a PDF?

Yes: the "Download full report (PDF)" button generates a clean, dated document that's handy for your service providers, management or compliance files. The online report remains the live version, updated after each scan.

How do I track the progress of my corrections?

Your dashboard keeps a history of audits: the score evolution chart shows the impact of each correction over time. On the Business and Agency plans, the correction tracking feature details which issues have been resolved, which remain open and which have regressed.

A reported issue seems to be a false positive: what should I do?

This is rare with the engine we use (it prioritizes accuracy), but it can happen with very specific components. First, check the explanation and the relevant WCAG rule: the issue may be real but subtle. If you are certain it is a false positive, email us at support@inclaria.com with the page URL and the affected element: we review each case.

Where should I start with my corrections?

Follow the report order: start with critical issues (they block users), then serious ones, then the rest. Many fixes are quick and easy: adjusting color contrast, adding alt text to images or button labels. Fixing page templates often resolves dozens of occurrences at once.

Accessibility statement

What is an accessibility statement, and is it mandatory?

This is the public document in which you state the accessibility level of your service, any exemptions, and a contact method for users. It is a requirement of European accessibility regulations for affected services, and it is also the first visible proof of your commitment. Inclaria generates it for you based on your actual audit results.

How do I generate my accessibility statement with Inclaria?

From your site report, click « Generate the statement »: Inclaria fills it in using your real audit results (stated compliance level, date, evaluation method) and your information. The Discovery plan gives you a preview; from Starter onwards, the full statement is generated and kept up to date with each scan.

Does my accessibility statement stay up to date automatically?

Yes, this is one of Inclaria’s key benefits: since the statement is based on your audits, it evolves with them. After each scan (manual or monitoring), the findings are refreshed. A static statement that no longer matches your site’s actual state is a risk; yours stays aligned with the real situation.

Can I have my accessibility statement in multiple languages?

Yes, with the Business plan and above: multilingual statements cover the languages of your European audiences. Useful if your site sells in several countries, each expecting a statement readable by its users.

Where should I publish the accessibility statement on my site?

Best practice: a dedicated « Accessibility » page linked from the footer of every page, alongside your legal notices. The link must be easy to find. Copy the statement generated by Inclaria onto the page, or link to the document, and remember to include the contact method for users who encounter barriers.

Continuous monitoring

How does automatic monitoring work?

Inclaria re-scans your website regularly without any action required on your part: weekly with the Starter plan, daily with Business and Agency. If an accessibility regression occurs (due to a site update, new content, or a plugin), you will receive an email alert before it becomes a problem. This is what sets continuous monitoring apart from a one-time audit, ensuring compliance over time.

When will I receive email alerts?

You will be notified by email when monitoring detects a regression: a drop in your accessibility score, a new critical or serious issue, or a page that no longer meets compliance standards. There is no unnecessary noise: if everything is fine, you won’t be disturbed, and your dashboard will retain a complete history.

Can I change the frequency or disable monitoring?

Yes, you can do this directly from your site report: a toggle switch lets you activate or pause monitoring, and you can select the frequency allowed by your plan (weekly, or daily starting with Business). You can reactivate it at any time.

Why monitor a website that is already compliant?

Because websites evolve: updates, new content, redesigns, third-party extensions… each change can reintroduce accessibility issues without anyone noticing. Continuous monitoring turns your one-time compliance effort into lasting compliance, ensuring your accessibility statement remains credible and aligned with the site’s real-time status.

Plans and account

What are the differences between the Discovery, Starter, Business and Agency plans?

Discovery (free): a scan of one page, your 10 most critical issues and a preview of the statement, to help you assess your situation. Starter: 1 site up to 150 pages, weekly monitoring, full report and up-to-date statement. Business: 3 sites up to 1 000 pages, daily monitoring with regression alerts, multilingual statements and correction tracking. Agency: 10 sites up to 5 000 pages, white-label reporting, API access and MCP server, up to 20 team members. Pricing is available on the homepage, with no commitment required.

What exactly does the free Discovery plan include?

An honest assessment to help you understand your situation: a scan of one page on your site, your 10 most critical issues explained in plain language, and a preview of your accessibility statement. This gives you a clear picture of where you stand with the European Accessibility Act before deciding on next steps. No credit card required.

How do I upgrade to a higher plan?

From your dashboard, select the plan that best fits your needs: the upgrade takes effect immediately (additional pages, monitoring, full statement, etc.). No commitment: you can cancel with one click, and the annual plan includes two extra months.

Can I cancel my subscription easily?

Yes, with one click from your account, no questions asked and no notice period required. You retain access until the end of the current billing period. No commitment, as promised.

How does payment and billing work?

Payment is secure and VAT is handled for you, with compliant invoices generated at each billing cycle. You can access all your invoices in your account. Choose between monthly or annual billing (the annual plan includes two extra months).

What are the API and MCP server used for in the Agency plan?

To integrate Inclaria into your own tools and workflows: run scans, retrieve results, connect to your dashboards, or allow your AI agents to query site accessibility via the MCP protocol. An API key (Agency plan) secures access. Documentation is available on request.

Can I work as a team or with my clients?

Yes. The Agency plan supports up to 20 team members and white-label reporting: present reports under your own brand to your clients. Ideal for web agencies, freelancers and teams managing multiple sites.

Data and security

Where are my data hosted?

In Europe. We collect only what is strictly necessary (your email, your websites, your audit results) and we never sell any data. Confidentiality is built into the product, not an option.

What data does Inclaria collect from my website?

Only what is needed for auditing: the content of your public pages at the time of the scan, and the resulting analysis. Nothing else. Inclaria never accesses your hosting, databases or private spaces.

How do I delete my account and my data?

Email us at contact@inclaria.com from the email address linked to your account: we will delete your account and all associated data (websites, audits, statements) in compliance with GDPR. The deletion is permanent.

How do I report a security issue?

Write to security@inclaria.com: this address is reserved for responsible disclosure and is prioritized. Please do not publish the vulnerability before we have had a chance to fix it; we respond quickly and are happy to credit serious discoveries.
